section 106 fund – enhancements contribution

As part of the Development Consent Order, we have a Section 106 agreement in place, under which MVV will provide Cambridgeshire County Council with £400,000, to be shared with Norfolk County Council (via a 75%/25% split).

The payment schedule required:

  • £200,000 ‘on or prior to’ any enabling activities being carried out
  • £200,000 ‘on or prior to’ any commencement of the development

Both payments have been made.

The S106 expenditure is managed by those local authorities but is ring-fenced wholly for improvements to Public Rights of Way (PROW) and routes for Non-Motorised Users (NMU) within the area outline on the map on this page.

The expectation is for the relevant authorities to engage with local parish councils and councillors about the priorities to be considered.

section 111 – community fund

This was a voluntary agreement by MVV, to provide a fund that is intended ‘to promote, enhance, improve, protect and conserve the natural environment and promote health and wellbeing’ in the area surrounding our Medworth site. This area is still being defined but is approximately encompassed within a 5km radius of where our facility’s chimneys will be.

The fund amounts to £200,000 per annum (index-linked) for the duration of the construction phase and the operational lifetime of the facility. It will be administered by Cambridgeshire Community Foundation, an external (to MVV) agency with significant experience in such matters via a formal application process.

There are three core interests against which applications will be considered:

  1. Community
  2. Social/Health
  3. Environment

The first donation by MVV is loosely tied to the commencement of on-site activity but full details, including the application process, will be communicated and promoted once the fund comes available.

Section 111

discretionary fund

MVV has full-time Community Liaison Managers in Plymouth (Devonport), Dundee (Baldovie) and Wisbech (Medworth). Each Community Liaison Manager has an annual £4,000 discretionary fund, to support local good causes and developments. Sifting of applications and allocating of funds is via an informal internal process.

The maximum individual amount that can be applied for is £1,000, with two set application deadlines:

  • March 31st and
  • September 30th
